Tartarga (タルタルガ) is a Wandering AI and inhabitant of Net Slum. He is also a character in the Epitaph of the Twilight. He later becomes the giant, city-sized Vagrant AI Net Slum Tartarga.

In the Epitaph of the Twilight, Tartarga is the name of a tortoise who lives in the True Underworld and possesses ancient knowledge.

In the story of The World, Tartarga is the name of a people to which Lia Fail was a holy ground, who fought with the forces of Carmina Gadelica during the Great War.

After arriving in the Net Slum, Kite and BlackRose were greeted by Tartarga, who proceeded to explain the true nature of Net Slum and Wandering AIs. He also told them a bit about the Epitaph of Twilight, saying that it was a tale about the end of the world of spirits.
