Madam Niagara is very powerful and has high destiny, but due to its requirement that three sets of elements must be spotted, it's best put in a Witch deck rather than a water deck. Its reward requires a Witch already in play to be returned to hand in order to activate and send a PC to the owner's hand. This forces the opponent to lose a defender, and if it has several items equipped, several of those cards will have to be discarded in the next turn. While it does take time to bring it into play, the rewards are well worth it.
