Gale of Swords doesn't help its targeted PC at all, instead relying on the PC's strength. It's fairly useful as it allows most cards to be played straight from the discard pile, though the fact that this can only be used during the opponent's turn limits some usefulness. It's most effective when playing an item or a stronger PC if there are more battles assigned afterwards.
